Vesicular Stomatitis Update

Dear AHA Exhibitor,

Please be aware of the following requirements for entry into Canada.

This information is imperative for:
  • Exhibitors with horses originating from Texas or New Mexico and are traveling to Canadian Nationals.

  • Exhibitors that will have horses at Youth Nationals that will have the same horses traveling to Canadian Nationals.

  • Exhibitors with horses originating from Missouri.
Trainer/Barns/Exporters must have TWO sets of documents to enter Canada: 1) Application for Permit to Import. 2) A USDA Official Zoosanitary Export certificate for each horse. See below for details.
  1. Click here to fill out AHA's required Application for Permit to Import. This form MUST be filled out completely or entry will be denied. AHA MUST have this form by August 1, 2009. AHA will return this form to the Trainer/Barn/Exporter to be checked at the boarder.

  2. Each horse must be accompanied by a USDA Official Zoosanitary Export Certificate, issued by a USDA veterinarian, or issued by a veterinarian and endorsed by a USDA veterinarian (VS 17-140 or 17-145).

    The animal(s) being presented for importation must have been either a resident in the USA for at least 60 days immediately prior to the date of exportation, or a resident since birth.

    The horses must be inspected within 10 days prior to export; must have resided in the USA or Canada since birth, or must have met all the import requirements of the USA and has resided in the USA for the past 60 days; and must be tested for equine infectious anemia.

    1. Form VS 17-140 or 17-145 must contain the following statements:
      1. the animals were inspected by a veterinarian within 10 days preceding the date of importation;
      2. the animals were found by a veterinarian to be free from any communicable disease;
      3. the animals were, to the best of the knowledge and belief of a veterinarian, not exposed to any communicable disease within 60 days preceding the date of inspection;
      4. the horses were tested negative for equine infectious anemia using the agar gel immunodiffusion (Coggins) or ELISA test within 6 months immediately preceding the date of importation.

The horse(s) must be certified for Vesicular Stomatitis as follows:

    1. The animal is free from clinical signs of vesicular stomatitis;
    2. The animal has not been on premises in an affected county or traveled through an infected county (Starr County, Texas or De Baca County, New Mexico) within the 21 days prior to export;
    3. The premises of origin is located at least 25 kilometers (15 miles) from any premises currently under quarantine for vesicular stomatitis;
    4. The animal is negative to a c-ELISA test taken within 10 days of export. If an animal tests positive to the c-ELISA test, it must be re-tested with the CF test conducted on the same sample. If negative, the animal will be eligible for export.

    The animal(s) must originate from a premises certified free from contagious equine metritis (CEM) as follows:

    1. The horse(s) have not been on premises where T.equigenitalis has been isolated during the 60 days immediately preceding exportation to Canada or a premises currently under quarantine in investigation for CEM. Any female(s) in the shipment have not been bred naturally to, or inseminated with, semen from a stallion positive for CEM, or a stallion resident upon a positive premises or under quarantine or investigation for CEM;
    2. Showed no clinical signs of CEM on the day of inspection.


    The horse(s) must be certified for equine piroplasmosis as follows:

    1. During the previous 21 days, the animal(s) in this shipment has/have not been in the State of Missouri.

Dear AHA Exhibitor:

Please read the latest updates from New Mexico State Veterinarian, Dr. Dave E. Fly, concerning Vesicular Stomatitis.
  • Horses coming to Youth Nationals, originating from New Mexico or Texas will require a 7 day health certificate in order to enter the show grounds. New Mexico State Veterinarian, Dr. Dave Fly, will be on grounds doing spot checks. Click here for more information.

  • Horses entering Canada must reside outside any VS affected state for at least 21 days. After the 21 day period, horses will need a re-examination and a new health certificate.
The official Youth Nationals Veterinarian, Greg Byrne, DVM, will be on site in Albuquerque, prepared to answer questions and issue papers.

Dear AHA Exhibitor:

As Youth Nationals, held in Albuquerque, N.M., fast approaches, you may have heard of the official diagnosis of Vesicular Stomatitis (VS) in one horse and the resulting premise quarantine in New Mexico. AHA wants you to have all the facts available, including official state resources, so that you can make informed decisions concerning transportation of your horses in and out of the state of New Mexico. Presently there are no travel restrictions in place for New Mexico, but this could change. If restrictions are put in place we will contact you to share relevant procedures.

The official Youth Nationals Veterinarian, Greg Byrne, DVM, will be on site in Albuquerque, prepared to issue any papers needed to re-enter your state of origin.

Below are further details about traveling to and from New Mexico and within New Mexico. See details about your state's requirements and details about the disease itself by clicking here.
  • Travel to and from New Mexico will be impacted to some extent. According to the New Mexico Livestock Board, the following is recommended for out of state travel.

    1. Certificate of Veterinary Inspection (CVI) no older than 30 days or as required by the state of destination.

    2. Animals being transported to other states may be subject to additional import regulations and testing imposed by the state of destination. It is extremely important that the state of destination is contacted IN ADVANCE for their current import requirements.

    3. The following statement will be required on all New Mexico origin Certificate of Veterinary Inspections (CVI) where applicable:

      "The animals represented on this CVI (health certificate) have not originated from a premises or area under quarantine for vesicular stomatitis (VS), or a premises on which VS has been diagnosed in the past 21 days. I have examined the animals and have found no clinical signs of VS."

    4. Negative "Coggins" test (for EIA) within past twelve months.

    5. Proof of ownership: bill of sale, registration papers.

    6. All equid animals residing in New Mexico over 30 days require a brand inspection.

  • According to the New Mexico Livestock Board, the following is recommended for travel within New Mexico.

    1. Proof of ownership: bill of sale, registration papers (within district).

    2. Brand inspection 'Form 1' or permanent hauling papers (1h).

    3. For events and exhibitions a negative "Coggins" test (for EIA) within past twelve months.

Most of the letters found at the links below are addressed to the Texas State Veterinarian because a case of VS was found there as well. Regardless, the information found at each link is also applicable for horses coming from any state where VS has been diagnosed (in this case, New Mexico).
