AWARDS COMMITTEE
          MOTION by Barbara Bailey:
Whereas, There is a motion regarding the horse achievement awards to be voted on at the 2003 AHA Convention (4-03); and
Whereas, The Amateur Achievement Awards program was passed by the Board of Directors to "mirror" the Horse Achievement Awards; and
Whereas, There is a perceived need to simplify the AHA Amateur Achievement Awards Point System; and
Whereas, There is a perceived need to accommodate smaller classes in the AHA Amateur Achievement Awards Point System; and
Whereas, There is a perceived need to accommodate five places in show horse classes; and
Whereas, All specialty areas would be better served by using the same point table; and
Whereas, All point tables should be using the same system of multiple steps to allow ease of processing and understanding of participants in the Amateur Achievement Awards program(s);
Moved, That the points table contained in Article 2405.1 be changed as follows:

COMPETITION DEPARTMENT ADVISORY COMMITTEE
          MOTION by Chuck Mangan:
Whereas, There is the same verbiage in the AHA Handbook that is contained in the USEF Rulebook; and
Whereas, In order to simplify the AHA Handbook and make references to USEF Rules where applicable; Therefore, Be It
Moved, That after approval of the committees involved, Working Hunter, Jumper and Reining, the AHA Handbook for 2004 be changed to reflect direct references to the USEF Rulebook when no conflicts apply.

Whereas, The Competitions Department Advisory Committee and the Agenda & Resolutions Committee has reviewed the draft of the 2004 AHA Handbook and found it in compliance with the approved Board motions of 2003; Therefore Be It
Moved, That the draft of the 2004 AHA Handbook amended by the Competition Department Advisory and Agenda and Resolutions committees be approved; and, Be It Further
Moved, That the Competition Department be given the authorization to include the approved extraordinary motions of the Board and the approved resolutions into the 2004 AHA Handbook.

EVENTING & DRIVING COMMITTEE
          MOTION by Barbara Bailey:
Whereas, Combined Driving and Pleasure (Carriage) Driving disciplines are becoming more popular with Arabian horse enthusiasts; and
Whereas, 793 pure and part bred Arabian horses have competed in these disciplines at open competitions over the last three years; and
Whereas, Those competing with pure and part bred Arabians wish for the same recognition of their horses' accomplishments as those competing in other disciplines; Therefore, Be It
Moved That the disciplines of Combined Driving and Pleasure (Carriage) Driving be included in the Amateur Achievement Awards Program; and, Be It Further
Moved, That the Eventing and Driving Committee recommends the use of the attached guidelines and point table to maintain continuity with similar disciplines in the Achievement Awards program (Awards Committee to have final approval of the point table).

MARKET DEVELOPMENT & PROMOTION COMMITTEE
          MOTION by Henry Metz:
Whereas, A new logo was chosen to reflect the merger of the two organizations (IAHA & AHRA); and
Whereas, The market development and promotion committee is tasked with promoting the new association; and
Whereas, One way of promoting AHA is by recognition of the newly created logo; and
Whereas, This recognition is only successful with repeated exposure to the public; Therefore, Be It
Moved, That AHA give each of its 2004 delegates two luggage tags with the AHA logo and contact information. The luggage tags will be printed in blue on a white background. The tag allows the insertion of a personal business card or just the address information on the backside. We feel that our delegates will be proud to own these and will therefore use them to promote our organization during their travels. The funding will be divided by the formula of 75% to come from the Purebred Arabian Trust and 25% to come from the AHA Designated Fund. The total cost is approximately $610.00* so approximately $152.50 will come from the AHA Designated Fund. (* at the time of submission of this motion, I did not have the exact cost)

          MOTION by Henry Metz:
Whereas, Arabian, Half-Arabian and Anglo-Arabian make up the vast majority of distance horses; and
Whereas, The AHA hosts a National Ride in both the sport of Endurance and sport of Competitive Trail; and
Whereas, There is a need to advertise these national events to both our membership as well as distance sport participants outside our organization; and
Whereas, These events have proven in the past to bring in new members to our organization as well as provide a top competition to our AHA members; Therefore, Be It
Moved, That $1,000 be allocated to both the National Endurance Ride Committee and the National Competitive Trail Ride Committee for the purpose of advertising their national events beginning in FY04 and continuing indefinitely. This funding will be for the express purpose of placing advertisements is the appropriate publications. The funding will be divided by the formula of 75% to come from the Purebred Arabian Trust and 25% to come from the AHA Designated Fund. The total cost is $2,000 per year so $500 per year will come from the AHA Designated Fund.

          MOTION by Henry Metz:
Whereas, The Arabian Horse Owners Foundation (AHOF) is producing an Arabian Horse Celebration in Denver, CO on Aug. 6-8, 2004; and
Whereas, The Celebration will host both the Bronco's Thunder (purebred Arabian stallion) and the Black Stallion (one of the Farley family's black Arabian stallions), which will be a powerful pull for the population of Denver and surrounding areas. We are currently a sponsor for the Young Black Stallion IMAX movie, which will be shown in Denver early in 2004, so this will be a follow up from that interest; and
Whereas, The main focus of the Celebration is to bring in new people to the Arabian community by showcasing our Arabian horses in various venues; and
Whereas, There will also be activities that our AHA members can enjoy such as educational presentations, living Arabian legends and the opportunity to talk to some of the famous contributors to our breed; and
Whereas, The AHA MDP committee has the responsibility to promote the Arabian, Half-Arabian and Anglo-Arabian horse as well as grow the AHA membership; and
Whereas, The AHOF is funding the cost of the Celebration through sponsorships; and
Whereas, The promotion of the Celebration will include all of its major sponsors; and
Whereas, AHA will have prominent booth space and signage during the three day event; and
Whereas, AHA MDP staff will take an active role in the promotional activities as they do in four Equine Trade Fairs each year; Therefore, Be It
Moved, That AHA become a major sponsor of the Arabian Horse Celebration in 2004. The formula for the funding will be 85% from the Purebred Arabian Trust and 15% from the AHA Designated Fund. The reason for the different cost formula for this event is due to the fact that the focus will be on the Arabian horse and not on the Half-Arabians and Anglo-Arabians. Of course our booth will contain information on all three breeds. The total cost for the sponsorship is $10,000. The cost to the AHA Designated Fund is $1500.00 with the PAT paying $8500.00.
Effective, Immediately. AHOF has already started their promotion of this event. Once we commit as a major sponsor, our logo will be on all advertising and promotional material. There will be ads in the national publications as well as local area promotions/publications.

          MOTION by Henry Metz:
Whereas, It is mutually beneficial for AHA and Disney to partner in promoting the Disney IMAX film, Young Black Stallion; and
Whereas, AHA has participated in the promotion of the Young Black Stallion by including the film trailer in our booth at the US Nationals, a black/White page in the US National program, the front cover of our Oct/Nov issue as well as a feature article in that issue, and will provide a transfer button on our website to reach Disney's film information; and
Whereas, Disney has added our AHA logo to all their promotional posters for the film, will provide a reciprocal hot button to the AHA website, has incorporated our contact logo and address in all their promotional material, has provided AHA with a trailer to their movie to be used in our trade booth for horse Expos/affaires/etc., which was very successful in drawing attention to the Arabian horse during the recent Equine Affaire in MA; and
Whereas, Disney is releasing the Young Black Stallion through IMAX theatres on or around Dec. 25th; Therefore, Be It
Moved, That AHA provide the back cover of the Dec/Jan issue of the Arabian Horse Magazine (total expenditure of $2,500) to the Disney production of the Young Black Stallion. The formula for MDP funding of 75/25 percent be used. Therefore, the PAT will provide $1875 and the AHA Designated Fund will provide $625.

          MOTION by Henry Metz:
Whereas, We have a promotional video called the Arabians: Best Kept Secret which portrays the Arabian Horse is a very positive manner with exceptional quality; and
Whereas, We have updated said video with the new AHA logo and contact information; and
Whereas, Said video has been successfully used in the AHA trade fair booth; and
Whereas, Any promotional video has a limited useful life expectancy; and
Whereas, There is a desire to add video footage to our Inquiry Packet to strength the written word, Therefore, Be It
Moved, That AHA include a DVD of the Arabians: Best Kept Secret video in each Inquiry Packet. The cost to create a new master and produce 7,500 copies of said video is approximately $10,000. The cost formula will be the 75/25 split with the Purebred Arabian Trust paying $7,500 and the Designated Fund paying $2,500.

          MOTION by Henry Metz:
Whereas, Funding was allocated for Half-Arabians and Anglo-Arabians advertising through December 31, 2003; and
Whereas, The new AHA Fiscal Year does not begin until April 1, 2004; and
Whereas, There is a need to continue the advertising for the Half-Arabians and Anglo-Arabians in the discipline magazines, Therefore, Be It
Moved, That $5,000 be charged to the Designated Fund to promote the Half-Arabians and Anglo-Arabians through March 31, 2004.

REGISTRATION COMMISSION
          MOTION by Bob Fauls:
Whereas, AHA has access to the registration data for Canadian Half-Arabian and Anglo-Arabian horses through the Canadian Partbred Arabian Register and therefore has the ability to verify parentage; and
Whereas, AHA article 1057 currently offers a reduced fee for purebred Arabians to be transferred from the Canadian Arabian Registry to the AHA Registry; and
Whereas, AHA Article 1049 addresses the procedure for transferring Canadian Half-Arabians and Anglo-Arabians to the AHA Registry; and
Whereas, AHA should charge the same North American Transfer fees for purebred Arabians as it does for Half-Arabians and Anglo-Arabians; Therefore, Be It
Moved, That Canadian Half-Arabian and Anglo-Arabian horses be subject to the same rules and fees that are currently in place for purebred Arabians in Article 1057 transferring from Canada to the United States or Mexico.

SPORT HORSE NATIONALS
          MOTION by Allan Ehrlick:
Whereas, In 2003 to participate in Sport Horse Nationals, Working Hunters, Jumpers and Sport Horses required no qualifications for their classes; and
Whereas, The Sport Horse Nationals are on an East/West rotation, and 2003 was the first year; Therefore, Be It
Moved, That to participate at the 2004 Sport Horse Nationals, Working Hunters, Jumpers, and Sport Horses require no qualifications for their classes. Dressage horses must continue to be qualified for Dressage classes according to the rules (BOD 1/02)

U.S. NATIONALS
          MOTION by Lance Walters:
Whereas, It has been a practice in the past that cash awards, saddles, belt buckles, coolers, etc., not be presented at National Shows during official award presentation; and
Whereas, This results in sponsors failing to receive adequate and well deserved publicity, official photos, etc., which would encourage their future support of our breed and our National Shows; and
Whereas, It restricts the ability of the Show Commissions to obtain additional financial support and hinders their efforts to fulfill their fiduciary responsibility; Therefore, Be It
Moved, That the following be added to the 2004 Handbook, Article 1402.:
"The National Show Commissions will determine if individual prizes and awards will be presented at the National Shows."
